Basically, once the number of mobs gets bellow a certain level, more will automatically spawn, giving an almost instance spawn rate, the OPTIMAL number of farmers is 3, one in the middle one in the north and one in the south, however, since the spawns are almost instant (1-3 secs) the number of farmers here can be pretty high and you can still get a very good take on water motes.
